I often see VCCs or virtual credit cards being sold usually at the forums to verify one’s paypal account. Many could attest that using these cards are effective, but I learn from Selaplana’s post that VCCs are not recommended. As he says it:
You can buy VCC from VCC providers for only $20 to $60. It’s just virtual (not physical credit card) but its functions are similar to credit card. This kind of credit card expires in a short period of time from 24 hours to 6 months. So, if you’ll use this, make sure to buy a VCC that expires at least in 2 months.
However, I don’t recommend it. There’s a problem with it especially if Paypal will request copies of your credit documents. You couldn’t provide one if you’re simply using the VCC.

Seriously, problems with Paypal happens too often (I get lots of emails on how to lift of Paypal limits, which requires a user to fax personal documents, so there must be a lot of people who encounter trouble with their own accounts) so this further proves that VCCs are not recommended.
This is one of the questions that is often asked by those who are new to withdrawing funds from Paypal. Both are effective ways to take out those funds, but one of them is better.

“Withdraw to card” versus “withdraw to bank” Paypal options
I never tried the “withdraw to card” option given by Paypal, although I’ve seen a lot of others who were able to do that successfully. But I always notice that this method is always more expensive and takes more time to get into one’s account. One needs to pay $5 for every “withdraw to card” option in Paypal and it takes a longer time to get those funds in (I usually see people getting those funds 5 to 7 days). I blame Unionbank for publishing this instruction in their website:

I’ve always wondered why Unionbank had instructed people to use the “withdraw to card” option. At countless times, I had always used “withdraw to bank” option which is always cheaper and faster. I always get those funds in the bank account in just three business days (based on US holidays). So far, I never got problems with that.
How cheap does “withdraw to bank” option go? The fees are listed at the right hand column.

This option does not only work on Unionbank EON bank accounts but to any other Philippine bank accounts as well. I still prefer having those funds into my Unionbank EON bank account because I don’t get any incoming fund charges – I get the full amount out from Paypal.
Here’s to illustrate one successful withdrawal I had last year for a small amount. I only got a P50 deduction out from Paypal.

Funds come into my Unionbank EON account in just 3 days without any extra charges.

UPDATE: It seems to me that there are a lot of tech bloggers who are posting out humor posts today. I’m beginning to think that there’s a humor virus in the wild!
I think this is why there will be some people who remain to be skeptical about the possibility of making money online. People with simply an email to communicate with other people often receive “make money messages” in their Inbox email. Surprisingly, no matter how fishy it sounds some people fall for it, while others shrug it off because it is simply too good to be true.
There are some really “creative” people who can come up with new systems to convince people to give out money. People often receive emails that sounded like this:
An inbox message in my Entrecard
The message is too long so I’ve decided taken out some important snippets from that message and put some comments along.

When I decided to find more freelance sites, I find it a requirement to maintain a Paypal account to collect the earnings from several different sites. The great thing about Paypal unlike before is that it could get earnings directly to any Philippine bank account through electronic funds transfer. (The banner below should help you sign up with a new account.)

Some new users are confused with which Paypal account to use. Paypal offers three types of accounts: personal, premium and business accounts. I own a personal and a premium account – this is allowed by Paypal as stated in their terms of service.
The Difference
Paypal personal account is the one to use when simply collecting earnings from freelance sites. It can also be used for online purchases too. There are so many merchants that accept Paypal payments. Receiving funds from other Paypal accounts (Paypal balance, instant transfer and eCheck) are free. It is possible to receive funds from credit or debit cards for a limited number of transactions. Withdrawal limits for these accounts are limited too.
Paypal premium and business accounts are made for those who do businesses such as those in eBay. This is probably why Paypal charges less for receiving funds from debit and credit cards. Unlike Paypal personal accounts, these accounts accept an unlimited number of payments from these cards.
Collect Payments Using Paypal Personal Accounts
I would highly recommend using a Paypal personal account when simply taking off earnings from several freelance sites. If you are into mass payments and selling transactions then simply use another Paypal premium or business account.

Not all ATM/debit cards in the Philippines work with Paypal. There are some credit cards that work for verification, but I have not successfully identified which credit cards that work. But for those who do not own any credit card, then the Unionbank EON card is the only card that can work well for Paypal verification.
Many new Unionbank EON card users are not able to successfully continue with the verification process in Paypal. Even if they got the new card at hand and activated, Paypal would still return the message that it cannot verify the card. This could be frustrating, because it is not really so easy to wait for the Unionbank EON card then finding out that it would not work with Paypal verification.
I think this has something to do with a minor bug on Unionbank EON debit card. The card has to contain any transaction history, even just for one entry before it can be used for Paypal verification. One way to create transaction history is to deposit funds over-the-counter.
Paypal takes away a verification fee of $1.95 from the Unionbank EON bank account, so put in funds that will cover more than this fee in Pesos. If successful this verification fee goes into the Paypal account after a few weeks. If the Paypal verification does not work successfully then the amount deducted by Paypal will be returned in full to your Unionbank EON bank account.

Remember that the Unionbank EON debit card is simply needed for verifying Paypal so that funds can be withdrawn to any Philippine bank account by electronic funds transfer.
